With looming deadline, Congress debates another short-term action to keep the government open The federal government is currently operating under a continuing resolution (CR) passed by Congress signed by President Biden in January. However, this short-term continuation of funding expires for different programs on either March 1 or March 8. Members of Congress are considering another short-term CR lasting no member than two weeks to push back the deadline to enact four of the 12 spending bills for 2024, including the Transportation, Housing and Urban Development (THUD) bill that funds the U.S. Department of Housing and Urban Development (HUD) programs – including the Preservation and Reinvestment Initiative for Community Enhancement (PRICE) Program. The PRICE Program is the first and only federal program with funding dedicated to preserving and improving manufactured home park communities and the 8.5 million families who call them home. Funds are available for a variety of uses with the primary purpose being to bring community infrastructure up to code. Funds are also available for resident community purchases, eviction prevention, relocation assistance, upgrading or adding storm shelters, and home improvements. Urge Congress to Support Continued Funding: Sample E-Mail and Phone Messages NMHOA’s 2024 Manufactured Housing Advocacy Week The National Manufactured Home Owners Association (NMHOA) is holding its 2024 Manufactured Housing Advocacy Week on March 11-15. Please join us in online meetings with your members of Congress! You can support issues that benefit manufactured home owners, including: · Manufactured Housing Tenant's Bill of Rights Act – The bill requires community owners meet certain conditions for federally-backed loans, including: one-year leases that renewable except for good cause; 60-days’ notice of rent increases, park sales and park closures; a five-day rent payment grace period; and a right to sell a manufactured home in place after eviction. · Fair Manufactured Housing Lending Act – The bill repeals the 2018 exemption that manufactured housing retailers were given to the Truth in Lending Act, which meant they were no longer defined as mortgage originators, and strong manufactured home buyer protections were replaced with ineffective disclosure requirements. · Frank Adelmann Manufactured Housing Community Sustainability Act – The bill provides a tax credit of 75% of gain from the sale or exchange of real property to a qualified cooperative or nonprofit organization. · PRICE Program Funding – Congress established the Preservation and Reinvestment Initiative for Community Enhancement (PRICE) program to provide grants for residents to purchase and improve manufactured home park communities. Before the meetings, we will provide you with training on the issues and how to lobby members of Congress. You will get factsheets explaining the issues. Risks include significant rent increases, dramatic rule changes, neglect of maintenance and repairs, and redevelopment of the land. Resident ownership can resolve many of these problems. Last year, several states enacted or made major improvements to their laws, giving residents the opportunity to purchase their manufactured home communities. Building on this momentum, the National Consumer Law Center has now posted a new model purchase opportunity law, along with a policy guide. The model law drew on the experience of those involved in passing these laws, and was supported by grant funding from Enterprise Community Partners. It is intended as a resource for advocates in other states seeking to enact or improve purchase opportunity laws. Apply for Manufactured Housing Consensus Committee Applications are being accepted for open positions on the Manufactured Housing Consensus Committee. MHCC is a committee of the U.S. Department of Housing & Urban Development (HUD). It has 21 members divided equally between three categories: users; producers; and general interest/public officials. Applications will be accepted until March 11, 2024. MHCC was authorized by the Manufactured Housing Improvement Act of 2000, which amended the National Manufactured Housing Construction and Safety Standards Act of 1974 (or "HUD Code"). The committee provides recommendations to the HUD Secretary on the revision and interpretation of HUD's manufactured home construction and safety standards and related procedural and enforcement regulations. Learn more HERE. Save the Date: I’M HOME Conference is September 24-25 The next Innovations in Manufactured Homes (I’M HOME) Annual Conference will be held in Phoenix, Arizona on September 24-25. The key organizations planning this event include the Lincoln Institute of Land Policy, NMHOA, ROC USA, Next Step, NeighborWorks, Prosperity Now, and National Consumer Law Center. More details to come! The I’M HOME network launched in 2005 to unite the efforts of homeowners, advocates, developers, and others in promoting and preserving manufactured housing. The annual conference provides an opportunity for networking, policy discussions, and updates on all things manufactured housing. The National Manufactured Home Owners Association (NMHOA) is a nation-wide membership organization representing and advocating for manufactured home owners. We coordinate a network of state homeowner advocacy groups and serve as a voice for manufactured home owners at the national level.
NMHOA is governed by people like you, who own homes in manufactured home communities. We have a board of directors, including a president, first vice president, vice president for resident-owned communities, treasurer, secretary, four regional vice presidents, and at-large members. Board members serve two-year terms and participate in monthly board meetings (held using Zoom).

Stay informed but make sure that you are relying on reputable sources and, ideally, confirming the information with at least two sources. A couple of the best sources are the Center for Disease Control and Prevention (CDC) and your own state health department.
